Mail forwarding for full-time RVers: domicile, DMV and USPS rules
Updated October 28, 2026 · South Dakota DPS forms, SD/TX/FL statutes, Texas DPS rules, USPS DMM 508, 31 CFR 1020.220, IRS instructions and provider pricing pages checked on that date · Affiliate disclosure
Full-time RVers need two different things from an address. The first is a mailing address where mail piles up safely and gets forwarded to wherever you're parked. The second is a domicile: the state you legally call home for your driver's license, vehicle registration, voting and taxes. A mail forwarding service can always handle the first. Whether it helps with the second depends on the state's own rules, and those rules differ a lot. This guide quotes them.
Short answer (checked October 28, 2026)
📬 Mailing address: any USPS-registered mail forwarding service (a CMRA) can receive and remail your mail. You'll sign USPS PS Form 1583 with two IDs either way.
🪪 Driver's license: South Dakota has a written exception for full-time travelers. It requires a residency affidavit, a South Dakota overnight-stay receipt from the past year, and proof of a PMB that is "a mail forwarding service, and not a virtual only mail service." Texas requires a Texas residence address and says a business address is not acceptable.
🗳️ Voting and taxes: these follow domicile law, not your mailbox. South Dakota's election definition of "resident" now requires a dwelling where you live and usually sleep for at least 30 consecutive days. Texas says you can't establish a residence at a place you've never inhabited.
🏦 Banks: federal CIP rules require a residential or business street address for individuals, so expect your bank to ask for more than a PMB.
Which address fields an RVer has to fill
A mailbox address works in some of these fields and not others. The table below shows what each field is for, so you know which rule to look up.
Mailing address
Mail forwarding service fits. This is where statements, renewal notices and packages go. A CMRA's whole job is to receive mail "as a business service" and hold or remail it (USPS DMM 508.1.8).
Driver's license residence
State-specific. South Dakota has a PMB exception for full-time travelers. Texas requires a Texas residence address and rejects a business address. See the domicile section.
Voter registration
Domicile law, not mail. South Dakota and Texas both define residence by where you actually live and intend to return, so check with the county before registering from a PMB.
Bank "residential address"
Street address expected. The federal CIP rule asks for a residential or business street address. See our bank account guide for bank-by-bank rules.
IRS return address
Mailing address is fine. The Form 1040 instructions say to enter a P.O. box only if the post office doesn't deliver to your home, and to use Form 8822 when you move. They don't mention CMRAs.
Vehicle insurance and registration
Unverified here. We didn't source insurer or registration rules for this page. Ask your insurer and your state's motor vehicle office which address they need on the policy and title.
USPS options: CMRA vs general delivery vs Premium Forwarding
USPS itself offers two tools that RVers sometimes use alongside, or instead of, a private mail forwarding service. Here's what the Domestic Mail Manual says about each.
USPS mail options for people on the move, from DMM 508 (checked October 28, 2026).
Option
What DMM 508 says
Fit for full-time RVers
Private mailbox at a CMRA (mail forwarding service)
The CMRA "accepts delivery of the mail and holds it for pickup or remails it to the addressee, prepaid with new postage." Each customer needs a current PS Form 1583 on file (508.1.8).
The standard setup: one permanent address, with mail forwarded on request or on a schedule.
General delivery
"Intended primarily as a temporary means of delivery: For transients and customers not permanently located." A customer may use only one general delivery location, and each piece is held for no more than 30 days (508.6).
Useful for a one-off shipment to a town you're passing through. Not a permanent address.
Premium Forwarding Service Residential
Ships mail addressed to your primary address to a temporary address "by a weekly Priority Mail shipment," for not less than 2 weeks and not more than 1 year, with an enrollment fee and weekly charge (508.7.2).
Only works if you still have a primary residential address. Capped at 1 year.
Domicile rules in South Dakota, Texas and Florida (sourced)
South Dakota, Texas and Florida come up most often for RV domicile, and they're the three states that Escapees' mail service offers addresses in. We quote each state's own forms or statutes below. We don't rank them, and we haven't built separate state pages yet. For state income tax, vehicle and insurance costs, compare with the agencies directly.

South Dakota
The DPS Residency Affidavit is "an address exception for persons that travel full time and do not have a residence in another state." You need a one-night stay receipt in South Dakota (no more than one year old) from an RV park, campground or hotel, plus proof of your PMB address. You affirm that your "personal mailbox service (PMB) is a mail forwarding service, and not a virtual only mail service." It must be signed before a notary or a South Dakota driver license examiner, and the form warns that SD license records are used for jury duty selection.
SDCL 12-1-4: "resident" means someone who "maintains an actual fixed permanent dwelling, establishment, or any other abode where the individual lives and usually sleeps, for at least thirty consecutive days." The section's history lists amendments in 2023 and 2025, the latest effective January 1, 2026.
"The applicant's Texas residence address must be given. A business address is not acceptable." First-time applicants show two documents with their name and Texas residential address, one proving 30 days in Texas, and "mail addressed with a forwarding label or address label affixed to the envelope or contents is not acceptable." A license can be delivered to a P.O. box or private mailbox only if you've given DPS "the physical address where the applicant resides" (Transp. Code § 521.1427). We found no RV-specific mailbox exception in the rule text we read.
Election Code § 1.015: residence "means domicile, that is, one's home and fixed place of habitation to which one intends to return after any temporary absence," and "a person may not establish a residence at any place the person has not inhabited."
We didn't source Florida's driver license address rules for this page.
Not sourced here. What we did read is Fla. Stat. § 222.17: a person who has established Florida domicile may file a sworn statement with the clerk of the circuit court "showing that he or she resides in and maintains a place of abode in that county which he or she recognizes and intends to maintain as his or her permanent home." The statute doesn't mention mailboxes.
Each row quotes the agency's or regulator's own document. Verdicts are field-specific: "requires physical" means the source asks for a place you actually live, even if it doesn't name mailboxes.

South Dakota DPS (driver license residency affidavit) State agency (DMV)
Driver license / ID residency (full-time travelers)
Accepted in some fields only
South Dakota's Residency Affidavit lets full-time travelers with no residence in another state get a driver license or ID using a personal mailbox (PMB). It must be accompanied by a South Dakota one-night stay receipt (no more than one year old) from an RV park, campground or hotel, plus a document proving the PMB address. The applicant affirms the PMB 'is a mail forwarding service, and not a virtual only mail service.' The affidavit must be signed before a notary or a South Dakota driver license examiner, and SD license records are used for jury duty selection.
“My personal mailbox service (PMB) is a mail forwarding service, and not a virtual only mail service.”
South Dakota voter residence (SDCL 12-1-4) State statute (elections)
Voting residence
Physical address required (CMRA not named)
For South Dakota's election title, a 'resident' must maintain an actual fixed permanent dwelling or other abode where the person lives and usually sleeps for at least thirty consecutive days. The statute's history lists amendments in 2023 and 2025 (effective January 1, 2026). A mailbox address alone does not describe a place you live and sleep, so check with your county auditor before registering to vote from a PMB.
“"resident" means an individual who maintains an actual fixed permanent dwelling, establishment, or any other abode where the individual lives and usually sleeps, for at least thirty consecutive days.”
Texas DPS (driver license domicile rules) State agency (DMV)
Driver license / ID residence address
Physical address required (CMRA not named)
Texas requires a Texas residence address on a driver license application, and says a business address is not acceptable. Proof of domicile is two documents showing your name and residential address, and mail with a forwarding label is not acceptable. Under Transportation Code § 521.1427, a USPS P.O. box or private mailbox can receive delivery of the license only if you have given DPS the physical address where you reside. We found no RV-specific mailbox exception in the rule text we read.
“The applicant's Texas residence address must be given. A business address is not acceptable.”
Texas voter residence (Election Code § 1.015) State statute (elections)
Voting residence
Physical address required (CMRA not named)
Texas defines residence for election purposes as domicile: one's home and fixed place of habitation to which one intends to return. Since a 2021 amendment, a person may not establish a residence at any place the person has not inhabited. The statute does not mention mailboxes by name.
“A person may not establish a residence at any place the person has not inhabited.”
Florida declaration of domicile (Fla. Stat. § 222.17) State statute
Sworn statement of domicile
Physical address required (CMRA not named)
Florida lets a person who has established a Florida domicile file a sworn statement with the clerk of the circuit court. The statement says the person resides in and maintains a place of abode in that county that they intend to keep as their permanent home, and must give their place of residence within the state. The statute does not mention mailboxes.
“a sworn statement showing that he or she resides in and maintains a place of abode in that county which he or she recognizes and intends to maintain as his or her permanent home.”
Federal bank CIP rule: individual address (31 CFR 1020.220) Regulation
Personal address a bank must collect
Physical address required (CMRA not named)
For an individual customer, a U.S. bank's Customer Identification Program must collect a residential or business street address. Only if the person has neither may the bank take an APO/FPO box or the street address of next of kin or another contact individual. A virtual mailbox is not on that list, which is why banks ask expats and full-time travelers for a street address in addition to any mailing address.
“For an individual who does not have a residential or business street address, an Army Post Office (APO) or Fleet Post Office (FPO) box number, or the residential or business street address of next of kin or of another contact individual”
IRS (Form 1040 address & Form 8822) Federal agency
Individual tax return mailing address
No restriction stated
The Form 1040 instructions tell filers with a foreign address to fill in the foreign country, province and postal code fields, and to enter a P.O. box only if the post office doesn't deliver mail to their home. They say to use Form 8822 to notify the IRS of a new address. They don't mention CMRAs or virtual mailboxes either way.
“If you have a foreign address, enter the city name on the appropriate line. Don't enter any other information on that line, but do complete the spaces below that line”
Voting. A mailbox is not a place you live and sleep. South Dakota's 30-day dwelling definition and Texas's "has not inhabited" rule are both about physical residence. Escapees' own domicile page flags a "Voting Law Changes" notice for South Dakota. Ask the county auditor or voter registrar before you register.
DMV. Texas audits addresses and "shall cancel any driver license or identification certificate issued to a person who does not prove that he/she resides at the address on record" (37 TAC § 15.25). South Dakota's affidavit is signed under penalty of perjury. Use these processes only if you really meet the conditions.
Jury duty. South Dakota's affidavit says getting an SD license or ID "will result in you being required to report for jury duty in South Dakota."
Insurance. We haven't sourced insurer rules. Ask each insurer, in writing, whether a PMB is acceptable on your auto, RV and health policies, and which address they use for coverage.
Banks. 31 CFR 1020.220 asks for "a residential or business street address" for individuals. If you have neither, the bank can use an APO/FPO box or the street address of next of kin or another contact person. A PMB isn't on that list.
Taxes. The IRS cares about where to mail you: the Form 1040 instructions allow a P.O. box when the post office doesn't deliver to your home, and Form 8822 updates your address. State income tax depends on each state's domicile rules, which this page doesn't cover.
Mail forwarding providers for RVers, compared
As of October 28, 2026. There are two kinds of provider. Domicile-focused services (Escapees, Americas Mailbox) are built around one state address you use for licensing, and they publish annual prices. Nationwide virtual mailbox chains (iPostal1, Traveling Mailbox, PostScan Mail) let you pick from many addresses, scan your mail and forward it. Each one has its own RV or traveler page. Prices are from each provider's own page on the date shown. None of these providers is endorsed by a state, and South Dakota's affidavit requires a "mail forwarding service, and not a virtual only mail service." We couldn't verify which specific addresses South Dakota DPS treats as which, so ask DPS before relying on one.
Entry plans as published on each provider's pricing page. Prices exclude tax. “Varies” means the price depends on the address/location you pick.

Anytime Mailbox isn't in this table because its site has no RV-specific page (it lists digital nomads and snowbirds). The full list of providers is on the provider comparison page.
How to choose
Decide on domicile first. If you need a license from a specific state, read that state's rules (above) before you pick a mailbox. South Dakota's exception needs a South Dakota PMB. In Texas, a PMB alone won't get you a license.
Match the provider type to that state. A domicile-focused service in your chosen state is the closest fit to South Dakota's "mail forwarding service" wording. A nationwide chain is fine if you only need a mailing address.
Check scanning and forwarding costs. Annual-fee services usually charge postage from a deposit, and chains charge per scan or per shipment. Estimate your mail volume.
Plan for banks. Keep a bank relationship that has your real street address (or meets the CIP alternatives) before you switch to a PMB.
Think about packages. If you order a lot of parts or medications, compare package handling and how quickly each provider ships.
Checklist
Pick your domicile state and read its driver license and voter residence rules (links above).
Choose a mail forwarding service in that state (or a nationwide chain if you only need mail handling).
Complete USPS PS Form 1583 with a primary photo ID and a secondary address ID. See Form 1583 explained.
South Dakota: keep an SD campground, RV park or hotel receipt from the past year and a piece of mail showing your PMB, then sign the Residency Affidavit before a notary or SD examiner.
Texas: have two documents showing a Texas residential address. Forwarding-label mail doesn't count.
Update the IRS with Form 8822 and file a USPS change of address from your old home.
Ask your insurer and bank, in writing, which address they need, and keep the answers.
Before you register to vote, confirm with the county that your arrangement meets the state's residence definition.
Frequently asked questions
Can a full-time RVer use a mail forwarding address as a legal address?
For mail, yes: a USPS-registered mail forwarding service (CMRA) receives and remails mail. For a driver's license, voting or taxes it depends on the state. South Dakota has a residency affidavit for full-time travelers that works with a PMB, while Texas requires a Texas residence address and says a business address is not acceptable.
What does South Dakota require for a driver's license without a house?
South Dakota DPS's Residency Affidavit requires a South Dakota one-night stay receipt (no more than one year old) from an RV park, campground or hotel, a document proving your personal mailbox address, and a signed affidavit that South Dakota is your residence and that your PMB is a mail forwarding service, not a virtual-only mail service. It must be signed before a notary or a South Dakota driver license examiner.
Can I register to vote in South Dakota with a PMB?
Be careful. SDCL 12-1-4, as amended effective January 1, 2026, defines a resident for election purposes as someone who maintains an actual fixed permanent dwelling or abode where they live and usually sleep for at least thirty consecutive days. A mailbox alone doesn't describe that, so check with the county auditor before registering.
Does Texas accept a mail forwarding address for a driver's license?
Not on its own. Texas DPS rules require a Texas residence address and say a business address is not acceptable, mail with a forwarding label doesn't count as proof of domicile, and under Transportation Code section 521.1427 a license can be delivered to a private mailbox only if you've given DPS the physical address where you reside.
Can I use USPS general delivery instead of a mail forwarding service?
For short stops. USPS says general delivery is intended primarily as a temporary means of delivery for transients and customers not permanently located, you can use only one general delivery location, and each item is held no more than 30 days.
Will my bank accept my RV mail forwarding address?
Usually only as a mailing address. Under 31 CFR 1020.220 a bank must collect a residential or business street address for an individual, or, if you have neither, an APO/FPO box or the street address of next of kin or another contact person. A private mailbox isn't on that list.
How much do RV mail forwarding services cost?
As checked October 28, 2026: Americas Mailbox (South Dakota) lists Bronze at $169.99 per year plus tax and a $25 start-up fee. Escapees requires club membership and its rates page lists Category A at both $110 and $125 per year. Nationwide chains like iPostal1 start from $9.99 per month for a personal plan, varying by location. See the comparison table for details.
